Confirm the facility is registered with FDA and holds an accepted MoCRA cosmetic facility registration, ask for the FDA Establishment Identifier (FEI) and check it, confirm cGMP compliance and ask how it is documented, and request references from brands at a similar stage. Then compare on the four numbers that decide whether a partnership is viable: minimum order quantity per SKU, lead time from formula sign-off, batch size range, and what a reorder costs and takes. A manufacturer that will not put those four numbers in writing before a contract is not a serious option.

Why domestic production is worth the premium for many brands
Offshore unit pricing is often lower, but U.S. production shortens the feedback loop. Sample rounds move in days rather than weeks, you can stand on the production floor, ocean freight and customs risk disappear from the timeline, and MoCRA compliance sits with a facility inside the same regulatory system as your buyer.
For brands with fast reorder cycles or retail delivery windows, that reliability usually outweighs the unit-cost difference.
